Public Policy, Wicked Problems & Artificial Societies
Investigating how generative agent-based simulations and artificial crowds can help policymakers test, refine, and align complex public interventions before deployment.
Simulating Society to Navigate Policy Complexity
Public policy increasingly confronts “wicked problems”: challenges that are deeply interconnected, resistant to simple linear solutions, and prone to unintended social consequences. Traditional policy evaluation often relies on retrospective data or static stakeholder consultations that struggle to capture emergent human behaviour.
My doctoral research at the University of Malta bridges public policy governance with computational social science and agentic Artificial Intelligence. By constructing artificial societies populated by autonomous, generative AI agents with diverse demographic, institutional, and behavioural profiles, my work explores how synthetic crowds can simulate societal friction, consensus, and adaptation in response to proposed policy frameworks.
